An examination of vocational rehabilitation requirements for self-employment technical assistance and consultative services

BACKGROUND: The Rehabilitation Act references self-employment in its definition of competitive integrated employment (CIE) and description vocational outcomes. also within scope services stipulates that rehabilitation include “technical assistance other consultation to conduct market analyses, develop business plans, otherwise provide resources, the extent those resources are authorized be provided through statewide workforce development system, eligible individuals who pursuing or telecommuting establishing a small operation as an outcome” 34 CFR 361.48(b)(19). OBJECTIVE: This policy review identifies highlights specific SVRA regarding TA for self-employment. METHODS: Policies from all 50 states District Columbia’s combined general SVRAs policies 18 blind were reviewed coded into categories (no reference, generic, internal, external references) determine types outlined state policy.
